From RPM Wiki
An action added to a process that will automatically be added to forms in that process. If the desired action owner is not a participant of the form they will be added automatically. This will cause an entry in the attention list on their homepage. Effectively this allows global actions to be used for status level modifications and form follow-ups.

- See Action
Global actions look similar to regular form actions. The description and hidden settings are the same. There are three fields that make them different.
- Create on. This determines when a form will have an action added to it from a global action. The options are the status levels of the process. Selecting the first status level means the action will be added when the form is started.
- Note: Actions are only added from global actions when a form is started or when a form is changed to a status level for the first time.
- Note: Adding a global action to a process does not affect existing forms until one of those forms is moved to a status level that now has a global action. In that case the appropriate action or actions will be added to the form.
- Owner. There are four options:
- Form owner.
- Form starter.
- An assignment category.
- A staff member
- Date. This is the number of days after the “Create on event that the form’s due date will be set to.
- Example: If the global action is set to be added when the form is started then if that global action’s date is set to 2, the due date of the resulting form action will be 2 days after the form was created.
